Ive had a go at this and it works well, for lettuce and things like that a floating raft system works better and is easier and lower cost to make a big one of them
Just a big plastic tub, full of water and nutrients, and a tray of polystyrene with holes in it , big air pump from aquarium ( one that blows millions of bubbles) poke small seedlings through into the bubbling water , for light either in the greenhouse, in the garden (birds like to have a bath in it though!) in the house just use a cfl light bulb, very cheap to run, you can run a tray a few foot square full of things like lettuce and grow them much quicker just using a tiny fish tank air pump and an air stone
