is is time to move my Chilli plant oustide?

To hand pollinate I either use a flower that has dropped and move the pollen around from flower to flower, a cotton bud or my finger.

Although chillies often drop their first few flowers. Just try to get the pollen moved around and they should start to set. Don't worry about asking questions Jack, next year you can answer some
