Ok maybe not. The piece on the left is a lockable mounting plate for the piece on the right. The question is, what goes in that left hand piece? and why would you want to unlock it? Hmmmmm "Ill be back"

Ok only guess I have got is that the round clamp holds a pole with a shade on it to protect the fish from the sun.
