If the Admin's actually have control of the server it's a very simple thing to do. But in their defence the Vine is actually hosted on a machine in Berlin by a company called 1&1 Internet AG. So depending on the arrangement the Admins may not have the authority to change the time, they may have to ask the people at 1&1 to do it.

The TIME has come to get it put right - we've been laughing about it, periodically, since I first joined. It has only bugged me mildly until now, but my hormones have told me to make a noise about it.

All it takes is a single crontab entry. If the Admins have the authority to do it, which they should if it's a dedicated server, then it's a 5 minute job. If the Vine is on a shared server then they would probably need to ask 1&1 to do it, but I can't see why they wouldn't consider it a reasonable request to correct the time. Unless of course they've got a firewall issue with ntp (sorry geek joke)
