I got a lot of topsoil for my raised beds free, from someone giving it away on Freecycle - United Kingdom (UK) Freecycle Groups' Homepage
Wasn't as convenient as having it delivered though - you may well have to go & bag it up yourself, transport it yourself & you may want to sieve it before using it. But it's free!
