A lot of my garlic in a raised bed has either been flattened by the recent wind and rain or clumsy pigeons what should I do?

Hello Lulu and welcome to the Vine. I think it will probably perk up again on its own once the weather gets better. You could try netting it or putting up a couple of old CD's on poles to scare the pigeons away.A garden is a lovesome thing, God wot! (Thomas Edward Brown)

Do you think it would be ok to sow something like carrots inbetween now?

It does depend on how much space you have between your rows and when you expect to lift your garlic. If you have young seedlings growing between your rows they may get disturbed when you start digging your garlic out.
