I have pretty good results from east facing window sills, they do get the early morning sun and for overwintering chillies they seem to be the best. Not leggy at all. I don't keep anything in a propagator, I use mine for germination and they get taken out as soon as I see signs. That said Jolokias are very slow growers.

I never knew, until reading this forum, that Chillies could be overwintered, I'll try one or two of my Bhuts if they manage to get to a reasonable size
