Not normal unless it's your own compost, or it's been sitting there a few weeks waiting for something to pop out.
I had some pepper seedlings form my father, the top of the compost was a little bit mouldy and green, but the seedlings were fine, have not long potted them on, so unless it's on your seedlings/plants, don't panic.

edited bit - I'm not sure whether the quality of the compost has naything to do with as well. What compost was it?

Yes, Don't panic! compost is too wet. just damp is good especially with seedlings.

Normally best to use tap water, and clean equipment in the early stages of growth. It also helps to have a good quality seed compost.

You are also going to need to be patient to be a gardener.

HELP ME UNDERSTAND

Any mould is usually a sign of too much moisture - water your post from the bottom and open the door during the day and get some air in there. Only water your post when it is drying out, not when it is still damp.

What posts are you growing?

I don't worry to much about green algea on the top of the compost, I know it is from watering from the top of the pot. If it gets to bad I just get a dibber and disturb the top quarter inch of soil (unless there are seeds in the pot).

As to the mould in the post, sound's like to much moisture.
