Avoid anything with a high Nitrogen content (such as manure and some proprietary fertilisers) as that will induce forking. I would just dress/mulch the topsoil with a good compost.

I wouldn't feed them anything much to start with, they like poor sandly soil and you've got quite a bit of compost and peat there already. Later in the season you might want to use a higher potash feed, it depends on how long the carrots will be in the barrel.
