More by luck than judgement we have about 40 small Delvad shallot bulbs left from last years harvest, we also have a good quantity of garlic bulbs - are there any reasons why I shouldn't use these shallots and garlic for this years sowing?

I have been using my saved garlic (last year harvest) for growing just choose the biggest clove. I think you should be ok to grow your saved shallots unless they are moldy.
If they produced a good crop last year, then by all means use them for "seed". Choose the best bulbs and hopefully this year's crop will be better than ever.
