This is a stab in the dark but Rhubarb contains Oxalate crystal, mainly in the leaves which is why they are poisonous, maybe the hot weather is causing it to sweat them out. I am probably wrong but that's all I can think of regarding crystals and rhubarb.

It's not where something has had a little nibble at the stem, allowing the sap to seep out, is it?

He said its just like crystals of sugar on the stems, not nibbled....don't think he should use them if it's oxalite sweating out....

If it were mine, I'd peel the sticks, then use them! I'm sure I've seen something similar on older sticks
