I think it was so that she could use the clear plastic, rather than shelling out for black stuff, and use it as a waterproff measure whilst the paper kept out the light. If that makes sense...

But the newspaper needs to get wet to rot down (which will take a few months, long enough to suppress weeds). It won't if it's covered in plastic

One or the other is enough Chrissie ... they are each thick enough to smother most weeds
