How to start million bells

This may seem a daft question but can you get seeds for million bells and Surfinias or are they started from cuttings? Also does anyone have a good supplier of plug plants .Have tried Jersey Plants but very disappointed in their plants. Appreiciate any views on this

I got some lavender from them-plugs weren't so small and the price is very good for what you get.Going to get some more lavender and pinks.
