    Might be an excuse for a bit of middle of the night bespoke welding - an outward facing, weighted, hinge-up metal grid. If the evil cabbage robbers don't know it moves up, and if it is only easy for getting out...smearing it with anticlimb paint might teach the forgetful and lightfingered, too.
    Don't ask for permission, just do it and council apathy will do the rest.
    There's no point reading history if you don't use the lessons it teaches.

      strangely the world we live in, he could have a claim....we have a liability insurance that we paid £2 per year for which is a good idea, especially if someone were to trip and fall due to something around your own plot


      The law is one fo those thigns where the guy should be sued for breaking and entering....but we live in a soft world where ists okay to do that and the poor people that lose their belongings have to claim on their insurance (if they can afford to have it0
