I'm not sure about that one, but I remember on my local buses, the conductor had a locked box under the stairs where ticket rolls were kept, and maybe money, not sure. Perhaps it unlocked one of those.

Apparently the key was used to change the destination on the front & back of the bus.

Found it - it's a conductor's compartment locker "T key"
