I use Resizr too, dead easy and quick.

Or Paint (free, from MiSoft) (open photos on your computer. Select one, and right click on it. Select "open with ... " then select "Paint"..)

within Paint, you can crop (select / rectangular selection). Click on the photo and drag a rectangle over the photo. Then click "crop" and "save".

Or you can Resize without cropping (I like to crop though, it gets rid of unnecessary background).
