I have a very similar issue. My neighbour started his quarter plot the same time as me. I dug out as much as i could and covered with card and mulched. He is slowly digging the beds and leaving couch grass paths, he has also crteated a very large couch grass hill next to my plot, which each year gets bigger and bigger. This is where he throws the grass he has removed, leaving it to reshoot. He buys plug plants and mainly plants rasberry canes which eventually get choked by the emerging couch grass.. Ive had a wee natter to him the one time I have met him, and mentioned how the cover and mulch appraoch has worked well for me, especially since I had a hand op last year so was out of action for a bit.
He said his method will eventually mean no maintainanace at all as the beds will get larger and the paths smaller??? I pointed out that couch grass spreads by root and unless its completedly removed or weakened will merely regrow. He has been pooorly and his sons occassionally dig for him but Ive resorted to gigging a trench between our plots to at least try and spot the root as it creaps over!

The management committee want him to resign his plot but he says he is managing it ok!! He has covered a wee bit but its in plastic and my concern is that he will leave that to rot into the soil for the couchgrass to grow though!! He has also bought a flame thrower onto the site and removed the head that way, but of course it just reshoots.. He wont listen to well meaning advice and to top it all I have yet top see him harvest anything!! He throws money at the plot in terms of Homebase plug plants and canes but they never make it to harvest!
I know he really wants the plot but he just cant do it really. I am at a loss too! Apoplogies....rant over!

And if he just put cardboard down eh? Simples.

I've been down twice since this thread and he wasn't there either time. I will mention it next time.

Watched a similar event this morning. Absent plotters arrive - first time this year. She's weeding strawberries, he digs over patch thick with couch grass. No attempt to remove any even though the soil had broken up quite nicely. Makes a sort of trench, throws in some seeds (peas or beans I'd guess) and buried them deep. Out comes watering can and water is splashed over the whole area with no attempt to water where the seeds are. I'd have watered the drill first but each to their own. I'd be very surprised if anything grows or even gets to harvest. Should I have said anything? Probably but he stood back to admire handiwork so I guess he was happy with it.
