    Fair dos, I must have missed that bit. , however, (in the spirit of a good debate ) the council are having to specially build/adapt it for him to fit his particular needs, and we are always being told that obesity is an epidemic and that treating the seriously obese for related health conditions will cost the NHS a phenomenal amount of money in the future. In my own humble opinion, the council aren't fixing the root cause of the problem, they are just putting a sticking plaster over it in this gentleman's case. I hope that makes sense.

      ...and that's why NCC think this bungalow is an investment: it will be used again in the future. There'll prolly be a waiting list for it, sadly.
