    How do garden centers get 8 inch tall plants to have full size fruit? One near me had a full size, ripe pepper on a plant that was about the same size?

    Probably because they would still be in small pots which would restrict growth, but given regular feed, at a guess. Plenty of light early on would also keep the plants shorter.

      Stressed plants will flowr and if left will fruit. I wouldn't but a pepper plant that has fruit on it at 8inches tall.

        There are many dwarf varieties around combined with professional techniques gives you an 8in pepper with fruit.

        Varieties like redskin and mohawk - I tried Mohawk myself a couple of years back but did not have good results I think I gave them to much space.
