I got a hoe for �1.99 and a fork (proper full size, not hand) for �2.99 at Wilko this morning 
They're metal and reasonably good quality (I think). They're from the same range I bought my spade from and that has lasted well.
They also had soil sieves, plastic plant pots and small hand forks and trowels at 75% off.
