My garlic leaves suddenly turned brown and collapsed, dug up garlic to find hardly any bulb and a whiteish colour on it. can anyone tell me what it is and what can I do about it also will it spread to other plants

By whitish colour do you mean this

I have read somewhere that if you dip your seed in hot water first it reduces the likelihood of this disease, whether that is true I'm not sure.

looks similar worringly although the garlic bulb hasnt formed hardly at all
