You can if you have the correct environment to keep your seedlings happy, i.e. warmth, moisture and light levels -
As pointed out above, its not germinating the seedlings that is the problem but where do the plants go afterwards. If you sow in October you will have to provide an artificial environment for the plants until mother nature can take over and that could be several months.Potty by name Potty by nature.

I sow my first ones in mid Jan, don't find any advantage in going earlier as they are very slow in winter due to low light levels and I find the season is long enough to not gave the expense of grow lights. Also there is only so much room in my house to store increasingly large plants until I can plant out after danger of frost has passed.
Some of us live in the past, always talking about back then. Some of us live in the future, always planning what we are going to do. And, then there are those, who neither look behind or ahead, but just enjoy the moment of right now.
