Default Pruning Robina

I have a beautiful Robina but it lost two young branches during the high winds we had this summer I now want to cut two lower branches to re-shape it.

What is the best way to prune? Can I do it now or wait for next spring? Do I need lopers or can I use a wood saw? How close to the trunk do I cut? Do I cut at an angle? Will I need to treat the cut?
