Default Chickens Noooooo!

I wanted to keep some hens and after consulting the council last year[I am a council tennant] was told that I was not allowed.but a pigeon loft is fine. Can't see the logic in that as pigeons are after all rats with wings.
Does anyone know of a way round this?

Paint them grey and teach them to coo?
Bribe the neighbours (with eggs) not to tell?

Ask to Council to explain the restriction. Why Pigeons and not chickens.
