i was wondering if it is too late to sow red cabbage and kohl rabi.

You're not too late for Kohl Rabi Muriel. it's a pretty quick crop.
Red cabbage ??? Well mine takes forever, maybe another Grape can advise.

Kohl Rabi will be okay to sow from now into August but I think you'll struggle with red cabbage, however - nothing ventured nothing gained.

Deffo ok for kohl rabi but I would follow the guidelines on the seed packet for the red cabbage.
I seem to remember there was one type of red cabbage that would overwinter, but I may be wrong?

I'm sure that I have seen it in one of my commercial seed catalogues - I'll have a hunt and let you know.
