My seaweed says 15ml per 4.5l. I only want to to add it to a 1ltr bottle and heard 1tbl spoon would be enough?

I think that's too much. Accurately you need 3.333333ml (15/4.5). A tablespoon is roughly 10ml, a teaspoon is 5ml so would be close enough I'd think. -
