Default rhubarb

can anyone help i moved a rhubarb 2 years ago but it only sends a few weak shoots, out over the last 2 years its been fed but still do's nothing i also put alot of well rotted manure in bottom of hole when moved.

Got 4 very week shoots so far think it's time to dig it up try again with new plant
