Personally, once seeds have germinated I take them off the heat - I'd use the lights (if I had some

) but I think your toms may be too hot.

Thanks for that too hot could be, thermostat is set for 22c for some pepper seedlings.

Yes, I think too hot. They would be better out on a light windowsill if you are trying to germinate peppers.
