Mine is the same, I have not really been attending to it, as it is at my mum's house. I use to live there but I have moved out. Some have my tops have turned yellow too. Think it may be because of the weather but I am not to sure. Never grown garlic proper, but I am sure someone will come along soon and help you out

Garlic is enormously hardy. Even if the top growth is affected by frost, the roots will be developing deep into the soil and by the time spring comes they will grow away like mad. Most of garlic's development is BELOW the soil and I have never yet heard of garlic which has died in the soil no matter how cold, unless the clove was already rotten. Don't worry!

Mines droopy too. But we've had so much snow wind ice and frost it's no wonder. They always seem to weather it though and rally once it gets warmer? If it's not dead just leave it

As the others say, just leave them alone & all will be well
