Any ideas what this is or whether I should be concerned.

I first noticed it yesterday evening when watering and had no idea what it was so scooped it up. Much to my surprise it has reappeared this morning and one patch is completely surrounding the base of a runner bean plant.

I also found that it's known as 'dog vomit slime mold.'

Looks like some kind of fungus, this is a good thing because soil needs this as part of the microbial life.
Chances are it will flourish for a short while and disappear again. Does you soil have a lot of organic material in it that you brought onto site? I can't imagine it will harm anything unless your plants have leaves laying in it. The soil contains all kinds of fungus all the time, usually just to small to see with the naked eye.

Thanks, I'll just leave it be then. I did chuck down a load of half-rotted compost at the end of last year and then covered with cardboard to keep the cats off.
