Well they're certainly not ladybirds so I'd be tempted to think foe but hopefully someone more knowledgeable will be along shortly to confirm or reassure you.Comment

They could be the caterpillar that turns into the moth that I found in a sweet pepper last year? Ive found caterpillars in peppers too,depends how young the pepper is,keep checking the eggs because if it’s caterpillars they eat the leaf fast.Location : EssexComment

Just a quick update they hatched into chilli leaf eating catapillers! So now removed from plant kept isolated incase I missed any but not too much damage done!Comment
