    Can a garden hose that has been used to siphon heating oil be washed out properly

    I wouldn't want to risk it myself, not only is there a risk after you've cleaned it that it's still contaminated, but what are you going to do with the mixture whilst cleaning it? That will be a pollutant that may cost more to dispose of than buying a new hose.

      What did you want to use it for if it was "cleaned" ?

        I'd vote for a new hose and leave the old one dedicated to syphoning oils or draining radiators etc. should that occur again in the future.
        You might be able to wash the fittings in dish soap and re-use those, that way a 15M hose can be got for about £5, a kingfisher brand 30m hose I see online for £12.99 free delivery. There may be other options like car boot or Yard/garage sales that provide a cheaper option.
