Is it to late to put in garlic cloves to grow in my allotment..?

Yes. You need to wait now until November.

This is the time to be harvesting garlic, not planting it. Put a note in your diary so you are ready when the time comes (Nov)

There's nothing to stop you planting it now, but you won't get any crop until next year (around June/early July). But you will gain very little by planting now instead of October or November. Autumn planting is essential if you want large cloves as the clove you plant forms its extensive root system during the winter months and then the bulb is formed early in the growing season next spring. That is why spring planting rarely succeeds other than in making tiny cloves.
