Rats in compost bin

I haven't seen any evidence of rats in my compost bins, other than that one of my cats likes to spend time sitting next to one of the bins just watching and waiting. Could be mice though, as I think she'd be frightened of rats and stay away. Urine in the bin sounds a good plan, will help the compost anyway, so win win.

I' m getting worried. The retaining rods and replacements as well as poison go missing from my boxes.
Scoured garden in vain.
I wonder if they are building a Vergeltungswaffen!
