I would speak to your neighbour, tell her you would like to wait until it flowers and then cut it back.
    I think it's what's called,,,mock orange. Philadelphius.

And when your back stops aching,
And your hands begin to harden.
You will find yourself a partner,
In the glory of the garden.

Do you think thinning out some of the taller growth would do any harm I.e keep said neighbour quiet but still hopefully get some flowers?
It wouldn't hurt the chance of getting some flowers if you just cut out some of the more upright growths and left the ones which are splaying sideways or forwards uncut.

I'm fairly sure its not philadelphus BTW.
