This is a nice low growing, slowly spreading onto my lawn, perennial & the leaves are evergreen,I don’t know the name of it though? You can control it’s spread & cut a section out & grow it somewhere else if you want. It’s not that fast growing, this has been spreading for nearly twenty years-

Ground cover roses - open cup type for the bees.

How low is low? How much ground does it have to cover? Annual or perennial?

Curry plant, cotton lavender, hyssop, thyme, creeping raspberry

It's a variety of perennial Osteospurmum Jane as you say, very easy to look after

Does it have to be a shrub bikermike ?

                  What about a hardy perennial?

                  hardy geranium
                  Dianthus etc

Does it have to be low?

For my money you can't beat verbena bonariensis, ok, it gets to 3ft tall but it's not bushy allowing light through it, flowers all summer long, bees and butterflies adore it and to top it off if you don't cut back until the following spring, the finches will love the seed heads in winter ?
