should i compost plants/seedlings with white/black fly on it?

No reason why not, as long as your heap is covered - they won't be able to go anywhere then will they? If you're worried, wash the plants in a bucket of water before you put them on the heap. I've had to use sprouting broccoli and curly kale with whitefly infestations this year, but they do drown quite easily.
