Overwintering (japanese) onions and garlic are usually ready to harvest around June. Leave the onions till the leaves go brown and fall over. Whether you can plant between them depends on how far apart they are. -

If they are in a block - I have cabbage seedlings prepared and when the onions come out to be eaten, I pop the cabbages in the space - there are around 12/16 onions per cabbage spacing if that helps. But you could do the same with any late crop; just have them ready for when they come out. Kohl Rabi would be a good one as they are around the same size-ish and grow very fast.
