Yikes! I can't help you out as to the i.d of these vile critters, but they look horrid. New one to me, I thought garlic was fairly immune to pests, but that's proved me very wrong. Hopefully someone knowledgable will be along soon, but you have my commiserations for what they're worth...

Look like eelworms to me though not sure of the scale of the picture- although they'd be the biggest ones I've ever seen - any idea what magnification if any on the photo?
Jiving on down to the beach to see the blue and the gray, seems to be all and it's rosy-it's a beautiful day!

Do they coil up when you touch/disturb them as they look similar to what i`ve found on some of mine.

My first reaction is that they are young millipedes. Which might suggest that the problem is some sort of disease and they're moving in because of the symptoms?

If that's an ant then I'd deffo say eelworms of some type - I thought it was some kind of beetle!

I thought they were millipedes too- they seem to gather around stuff that's already got holes/damage in. i was whacking potatoes last year as they had holes in them that were full of nestling millipedes - at least I think that's what they were. Are there any signs of rot on your garlic?

well i was thinking millipedes as they defo have legs, not on any good sized maincrop garlic but others that are stunted,im trying to work out if this animal is the cause of the damage or something else caused it

They look like spotted snake millipedes to me. Have a look at this:
