if water comes out the bottom of the pot or the pot is constantly sitting in water, it's waterlogged. If it doesn't, it's damp

If it's a growbag, make slits about an inch off the floor, that way, you keep a constant mositure, butexcess will drain away.

As long as you have drainage holes in the pots they should be fine. In fact on a hot day when the tomatoes are cropping you may have to supplement the drip system.

What you don't want is plants sitting permanently in water: they need air as well as water at the roots. A drainage aid like vermiculite/perlite will help to hold both air & water in the compost.
