Aha! So they're designed to pick seeds up not blow them out! I did wonder what purpose they'd serve. I thought to myself "how do you load the seeds into the balloon bit in the fiurst place.."

At one of our gardening club meetings the speaker demonstrated picking up tiny seeds with a felt tip pen and putting then exactly where you wanted them on the soil. I presume the dampness of the soil meant that the seeds then dropped off the end of the pen. He's evidently been doing it for years so I'm going to give it a try this year. Hope it works!
