I have put manure on my plot where I want to grow my potatoes, it has been there a couple of months do I start to dig it in when the ground has defrosted will it be ok to put my seed potatoes there.
Last year I didnt get any manure so this is the first time I have used any.

Yes that should be ideal for your spuds if the manure is well rotted and worked into the soil. It should provide a good base for your spuds to grow in and provide plenty of feeding.
