Only remove the lower leaves when they go yellow and dry

        What cabbage are they? Winter/summer/spring?
My red cabbages (Rodima) become massive plants, with leaves 3 foot across surrounding a nice fat head in the winter

They are called "Milan" and are meant to have curly leaves, packet says they can be picked August through to November

I can't find a variety called Milan, but in Italy savoy cabbages are called Milan.

            Is it a savoy?

If cabbages aren't really well firmed in, then they do sometimes stay a bit 'loose' hearted. You could try getting in and treading the soil around them (they really do like to be in very firm soil). Or it might be that they just haven't been in the ground for long enough, when did you plant them?

Looks as if they just need more time.I know we are into Aug but only just and another 3/4 week could make a lot of difference especially with all the rain that is forecast.

They look just fine to me - savoy cabbages in this country do not tend to mature until late in the year - and from the photo you have posted, they do appear to me at least, to have the initial formation of a heart taking place - you need to learn mastery of the art of patience - If you plant them , they will grow eventually
