I have this tip for Parsnips, and I know it might seem a bit strange but it works.
Mix up a quantity of wall paper paste and put it in a clear plastic bag. Add the parsnips seeds and wait until you see them germinate. The prepare the bed that you are going to put them in and cut off the corner of the bag. The just pipe the mixture in the bed!
