    Planted some dill and fennel.
    The dill withered away.
    The fennel seems to be doing well.
    Are the leaves the same ?

    Sorry, no, the flavor is quite different. Dill is an annual plant and Fennel perennial. You could try another sowing of Dill and if it has flowered save the seeds for flavoring.

        To confuse things further, there's Bulb fennel and Herb Fennel (which doesn't bulb up) and is perennial.

          I would say,if you are cooking fish,fennel is agood substitute for dill, flavour different, but goes well. Fennel also cooks well wil tomatoes

            I've substituted fennel for dill in smoked salmon and cream cheese canapés, worked very nicely as long as you stick to the very youngest fronds.
