Iberian Wight Garlic

Just before I went on holiday I found that a couple of garlic shoots had bent down. I brought them at the Garden Centre. I decided to pull one of them and discovered garlic cloves in the shoot. Is this normal and do I replant the new cloves or is it a problem? Do I dig up the others or is it too soon?
