As per photo. Could be either glyphosate overspray, or virus. Does anyone have a view one way or the other?

The leaves behind & beneath do not look affected.
Was the ground prepared or was it just planted?
How many have you purchased?
Is this the only one affected ?
How old is this?
Where was it purchased, if you can remember?Feed the soil, not the plants.

Bought and planted last autumn, and there's just the one. It is just one stem on a whole plant - as you say the leaves behind are unaffected. I was using round-up (carefully, I thought) a couple of weeks ago.Comment

I do not think it is either weedkiller or virus.
As you have other stems unaffected, I would treat that stem as being in the wrong place and remove it completely and burn it.
It doesn't help you to find out what has caused it, but if it is a microscopic pest (mites), they won't spread. (do you want to buy a microscope
)
I assume the site isn't waterlogged.
