Dunno about "other useful bits and pieces" but council deals for composters are listed (after you put in your postcode) on this site I think ??

Hmmm ... I thought there was a site that had them all? Or have I, all this time, just been fooled by one supplier's website that has seemed to be that information?

I tried 2 different councils (both in Wales) and neither were listed.

That's dreadful, they claim discounted prices but actually they are oiking them up
