  • Sage covered in small insects

My Sage bush is covered in small pale green insects, and when I brush across the leaves, they fly/jump up and form a cloud. Does anyone know what they are?

As an aside, why do herb books give such silly planting spacings for herbs? My sage and curry plant are far bigger than stated in books and on the plant labels. My neighbours sage is massive.
