Sounds like mildew. Honeysuckle likes to have its feet in cool damp shade and its head in the sun. it's a woodland plant happiest scrambling to the tops of the trees. Give it a good watering then mulch it well with H/M compost or well rotted manure. It won't hurt to cut it back if it's very unsightly, it should re-grow very quickly. If it's in full sun and very hot consider moving it somewhere a bit more shady.Location - Leicestershire - Chisit-land
